China would have benefited from the construction of the dam and power plant because they would have gotten more electricity. People of the region opposed the construction for many reasons. One reason is the environmental impacts. The dam could impact the delta during the construction period. The dam will take up 766 square kilometers of forest and damage Burma's key river system. Lastly, the dam could cost lives of people or injure them because it's 100 kilometers from a major fault line. If there was an earthquake it would put hundreds of thousands of people in danger. I do not think the author wants a dam to be built because they wrote an article on how people of the region opposed the construction. The author provided many details on why it shouldn't be built but only provided one on why it should. If the author wanted the dam to be built then he or she would have wrote an article on why it should be built.
